Rob,

Our slowness in distributing new versions is not so much due to a
desire for continuity but rather to the enormous amount of time it
takes to pack up a new version for release.  It usually takes several
person-days of work --- just tracking down all the little Makefile
idiosyncrasies, etc.  We are reluctant to spend the time doing this
until enough changes have taken place to warrant it.  We are in the
process of wrapping up a new version now; we're shooting for a Sept 1
release date.
