Time based motion

I was trying to use the transform-incr time-based motion stuff on
gauss with a rather large object.  I gave it the command 
(transform-incr World axes.targetgeom targetcam rotate 0 0 1 2)
which seems like it should take 2 seconds to rotate one degree.
However, the object made a full rotation in under 15 seconds.  Angles
are measured in degrees and time in seconds, right?
