geomview bug

When nothing is moving, CPU cycles are getting eaten up when the Draw  
Other Cameras option is set for a camera (and there are more than one  
cameras). Since the next's have so few CPU cycles to spare this is  
rather noticable and undesireable.

Also, a kinda related thing, is that an empty world (or camera) can  
be rotated or translated when there are no objects to view. This is  
undesireable in my view for the above reason.
