This seems like a general problem with installing upgrades.  What do we do?
  - Tell everyone to install as root so they can overwrite existing files
	regardless of permissions?  Not everyone can be root.
  - Tell people to erase their distribution trees before installing?
	No -- what's the point of upgrading if you just have to
	install from scratch every time?
  - Distribute all files with write permission enabled for the owner?
	This would be handy on the receiving end, but how on earth would we do
	it? Copy the entire distribution package, recursively chmod u+w,
	and pack it up again each time?

Anyone have any ideas?

Sounds good.  I'll remove it from the 1.2.3 distributions.
