Yes, it's public domain, you can get it via anonymous ftp from
geom.umn.edu in the directory pub/software/geomview. There are
packages of precompiled binaries for several machines, including

geomview-sun4.tar.Z	Sun4 workstations running X
geomview-alpha.tar.Z	Dec alpha workstations running X
geomview-hp.tar.Z	HP workstations running X
geomview-linux.tar.Z	486 PCs running Linux and X
geomview-rs6000.tar.Z	IBM RS6000 workstations running X

The source code is in the package geomview-src.tar.Z.
